Article 23: To see if the Town will vote to accept the report of the Community Preservation Committee for the FY 2009 Community Preservation Projected Receipts and act upon the recommendations of the Community Preservation Committee and to set aside for later expenditure, certain sums of money from the Community Preservation Fund established pursuant to Chapter 44B of the General Laws as follows:

$37,527.40 to be set aside, held in the Community Preservation Fund, and spent in FY2009 or later years for the acquisition, preservation, rehabilitation and restoration of historic resources.

Set Aside - Community Housing

$37,527.40 to be set aside, held in the Community Preservation Fund, and spent in FY2009 or later years for the creation, preservation and support of community housing, and for the rehabilitation and/or restoration of community housing required under the Community Preservation Act.

Administrative Costs - Community Preservation Committee

$18,763.70 to defray the administrative and operating expenses of the Community Preservation Committee in FY2009 for the Community Preservation Fund (discretionary).

Summary: These set asides are an annual requirement under the Community Preservat6ion Act.

Article 24: To see if the Town will vote to appropriate $90,000 of which $40,120.57 is from the CPA Housing Reserve Fund and $49,879.43 is from the CPA General Unreserved Fund as requested by the Southborough Affordable Housing Trust. Monies will be used for the purchase and/or construction of new affordable housing in accordance with the Southborough Affordable Housing Trust rules and regulations and in compliance with the Community Preservation Act. Said funds to be expended under the direction of the Community Preservation Committee or take any other action thereon.

Summary: Funds from the CPA and from Southborough’s exclusionary zoning bylaw used in flexible structure of the Housing Trust Fund will allow the Town to act quickly and creatively in meeting the Town’s affordable housing needs.

Article 25: To see if the Town will vote to appropriate the amount of $6,000 from the CPA General Unreserved Fund as requested by the Southborough Historical Commission. Monies will be used for application fees associated with adding the South Union School to the National Register of Historic Places, for the purpose of Historic Preservation. Said funds to be expended under the direction of the Community Preservation Committee, or take any other action thereto.

Advisory Committee Recommendation: At Town Meeting

Summary: Southborough Historical Commission is requesting funds for the South Union School (Arts Center building) to be added to the National Register of Historic Places. Once the building is registered the town would be eligible to apply for matching state funds to preserve the historic exterior of the building.

Article 26: To see if the Town will vote to appropriate the amount of $128,593.00 of which, $91,212.14 is from the CPA Historic Fund and $37,380.86 is from the CPA General Unreserved Fund as requested by the Town of Southborough. Monies will be used for the restoration of the South Union School for the purpose of historic preservation. Said funds to be expended under the direction of the Community Preservation Committee, or take any other action thereto.

Summary: The Southborough Facilities Manager is requesting funds for historical restoration of the exterior of South Union School

Article 27: To see if the Town will vote to appropriate $27,015.00 from the CPA General Unreserved Fund to fund Phase II of the Southborough Town Clerk’s project. Monies will be used for the preservation and microfilming of historic town records; said funds to be expended under the direction of the Community Preservation Committee, or take any other action thereto.

Summary: Paul J. Berry, Town Clerk, who has presided over the Town’s records for many years, will be responsible for this project in which public records will be preserved. Unless this is done important records will continue to deteriorate under damp storage conditions and will eventually become illegible. This is the second year of funding this project.

Article 28: To see if the Town will vote to appropriate $50,000 from the CPA General Unreserved Fund for preconstruction costs for the creation of the Stony Brook Museum for the purpose of Historic Preservation, contingent upon the Southborough Board of Selectmen being authorized to enter into a long term lease agreement with the Commonwealth of Massachusetts upon terms and conditions and with any sublease arrangements that they determine appropriate to the Town, for the Nichols House located at the Sudbury Reservoir #5 Dam by December 31, 2008. Said funds to be expended under the direction of the Community Preservation Committee, or take any other action thereto.

Advisory Committee Recommendation: AT Town Meeting

Summary: Russell Horne, member of the Southborough Historical Society is requesting the funds for the preconstruction construction cost and preliminary plans for the creation of the Stony Brook Museum on the property known as the Nichols House. Once preliminary plans are created they will be used to apply for federal and state grants for a 2.8 million dollar American History Museum. IT is believed that the Commonwealth will lease the property to the Town and the Town will sublease the building for a museum.

Article 29: To see if the Town will vote to appropriate $111928.93 from the CPA General Unreserved Fund for the proposed public park improvement for the “Cordaville Triangle Park” ($25,000 for the purpose of Historic Preservation, the remaining funds for Recreation). Said funds to be expended under the direction of the Community Preservation Committee or take any other action thereto.

Summary: MBTA Triangle Committee is requesting the funds for improvements to the Cordaville Triangle Park (1/3 acre of land adjacent to the MBTA Commuter Rail Station.)

Article 30: To see if the Town will vote to appropriate $177,534.00 of which $40,120.57 is from the Open Space Reserve Fund, and $137,413.43 is from the CPA General Unreserved Fund, to be applied to the Chestnut Hill Bond for the purpose of open space. Said funds to be expended under the direction of the Community Preservation Committee; or take any other action thereto.
